The topic says it all: Override text and notes formatting in Compile works only for notes and No Style paragraphs.
When a style, say Body, is applied to a paragraph, the compiled manuscript will include that style, ignoring the activated formatting override.

This is intended behaviour. When you override text formatting, the style gets reapplied over the override. To completely override style formatting, you should use the "Styles" pane of Compile. In this way, 3.0 now allows you to e.g. have block quotes formatted differently for different export formats.
